Report on

the Activity of the Russian-Egyptian Center for Scientific, Technological, Industrial, Energy and Information Cooperation (REC)

 

The Russian-Egyptian Center for Scientific, Technological, Industrial, Energy and Information Cooperation (REC) was established in April, 2005 in Cairo.

The initiator and of REC creation from the Egyptian side and the active participant of its activity is the Chairman of the Chamber of Petroleum and Mining of Egypt Mr. Hady Fahmy.

The founders of REC from the Russian side are the Chamber of Commerce and Industry of the Russian Federation, the Russian Academy of Natural Science, NP “Interforum”, Russian-Arab Business Council, from the Egyptian side – the Ministry of Petroleum of Egypt.

Coordination of the REC activity is carried out by the Joint Russian-Egyptian Coordination Committee leaded from the Russian side by Mr. M. Margelov, Chairman of the Foreign Affairs Committee of the Federal Assembly of the Russian Federation,  Mr. S. Naumov, Director of the Department for Economic Analysis and Strategic Planning of  the Ministry of Industry and Energy of the RF, Mr. G. Petrov,  Vice-president of the Chamber of Commerce and Industry of the RF, Dr. Oleg Kuznetsov, President of the Russian Academy of Natural Science and from the Egyptian side  by Mr. A. Ghoneim, First Undersecretary for Mineral Resources Affairs, Ministry of Petroleum of Egypt, Mr. Sh. Hamdy,  First Undersecretary for Ministry of Petroleum of Egypt and Mr. Hady Fahmy, Chairman of the Chamber of Petroleum and Mining of Egypt.

The Russian-Egyptian Center works in close coordination with the Ministry of Foreign Affairs of the RF, Ministry for Natural Resources of the RF, Federal Energy Agency of the RF, Federal Industry Agency of the RF, Russian Academy of Sciences, Ministry of Trade and Industry of Egypt, Ministry of Transport of Egypt, Ministry of Investments of Egypt, Ministry of Environment of Egypt, Embassy of Russia in Egypt, Embassy of Egypt in Russia, Trade missions of Russia and Egypt, Federation of the Egyptian Industries and other interested structures of Russia and Egypt.

The main goals of REC:

·         Raising efficiency and expansion of the Russian and Egyptian scientific and technical, energy, trade and economic and informational;

·         Development of the innovational and scientific and technical potentials of economy of the Russian Federation and Arab Republic of Egypt; 

·         Stimulation of the industrial, scientific and cultural development of subjects of the RF and regions of ARE by means of the realization of programmers of the interregional cooperation;

·         Development of trade and economic, scientific and technical and informational connections between scientific, State, business and social organizations of the Russian Federation and Arab Republic of Egypt;

·         Raising efficacy of joint enterprise and the attraction of investments for the development of joint innovational researches and projects in all branches of economy;

·         Mutual promotion of joint products and services of Russian and Egyptian partners on domestic and foreign markets;

·         Expansion of the market of informational and consulting services on the territory of the Russian Federation and Arab Republic of Egypt.

 

The First Session of the REC Joint Coordination Committee took place in Moscow in the "PRESIDENT-HOTEL" on November, 1st, 2005 with participation of the Head of Federal Energy Agency Mr. Sergey Oganesyan, the Ambassador of the Arab Republic of Egypt in the Russian Federation Mr. Raouf Saad, the Undersecretary of the Ministry of Petroleum of Egypt Mr. Abdallah Ghorab and other members of the Coordination Committee.

The activity of the Russian and Egyptian Centre for Scientific, Technological, Industrial, Energy and Informational cooperation was considered during the Plenary Meeting of the Fifth Session of the Joint Russian - Egyptian Commission on Trade, Economic, Scientific and Technical Cooperation in Moscow (November 21-23, 2005) headed by the Head of the Federal Industry Agency Mr. B. Alyoshin from the Russian Side  and the Minister of Foreign Trade and Industry of the Arab Republic of Egypt Mr. M. Rachid from the  Egyptian Side.

The Russian-Egyptian Center has started an active participation in implementation of decisions and recommendations of the Joint Russian - Egyptian Commission mentioned  in the Protocol of the Fifth Session of the Joint Russian - Egyptian Commission.

The Second session of the REC Joint Coordination Committee took place in Cairo on  January, 23-25, 2006 in the Ministry of Petroleum of Egypt with participation of Mr. Vladimir Lavrishchev, Deputy Director of the Industry Department of the Ministry for Industry and Energy of the RF, Mr. Alexander Rossius, Director of Department for International Cooperation of the Chamber of Commerce and Industry of the RF, Dr. Nina Levshina, Deputy Chairman of the REC Joint Coordination Committee, Mr. Evgeniy Shlychkin, Representative of the Joint Russian-Egyptian Intergovernmental Commission, Dr. Elena Uspenskaya,  Director of the REC Representation in Russia and other heads of the biggest industrial and energy companies from the Russian Side.

His Excellency Mr. Sameh Fahmy, Minister of Petroleum of Egypt, Eng. Shamel Hamdy, First Undersecretary, Eng. Amgad Ghoheim, First Undersecretary for Mining, Eng. Hany Soliman, First Undersecretary for Gas Affairs of the Ministry of Petroleum, Dr. Sherif Sosa, Chairman of EMRA and other heads of the biggest oil, gas and mining companies took part in the Session from the Egyptian Side.

The structure of the REC Commissions on the main branches of cooperation, REC work plan on 2006-2007 and the primary joint projects for realization at the territory of Egypt were agreed and approved during the Second Joint Session of the REC Coordination Committee.

The primary Russian-Egyptian joint projects include:

·         Creation of joint venture by Petrojet (Egypt), ENPPI, AMK”VIGAS” (Russia) on manufacturing fibro-glass pipes in Egypt using local basalt.

·         Establishing factory to produce Soda Ash in Egypt" by “Emisal” (Egypt), “Gorkhimproekt” (Russia).

·         The joint project on training experts for oil-and-gas and mining industry of Egypt (International Institute of Energy Policy and Diplomacy MGIMO(U) of the Ministry of Foreign Affairs of the Russian Federation, Ministry of Petroleum of Egypt).

The Russian-Egyptian Center was a co-organizer of the “Days of Russia” at the International Mining Technology Conference (INTERMINE) on May 27-30 in Cairo. The heads and representatives of the Russian mining, petroleum and machinery-building companies, as well as research centers and financial groups took part in the program of the “Days of Russia” and made the presentations at the conference “INTERMINE -2006”.

Presentation of the Russian innovation technologies developed for raising efficiency of the Egyptian oil and gas industry were organized by The Russian-Egyptian Center in Cairo.

 

REC is preparing for realization joint Russian-Egyptian project with participation of Novatek, Zarubezhneftegas, Sibur companies in the field of exploration, production, processing and transportation of hydrocarbons at the territory of Egypt.

Preliminary visit of the Russian delegation with participation of the Deputy Chairman of the Board of NOVATEK Mr. V. Girya and negotiations with the heads of the Ministry of Petroleum as well as with the Egyptian oil and gas companies including EGAS, EGPC, GASCO, Petrojet, Tharwa were organized be REC on August 25-30, 2006..

REC is also preparing for realization joint Russian-Egyptian project in the field of gold mining for development of gold deposits.

The heads of the Ministry of Petroleum of Egypt within the framework of the Russian Egyptian Center annually take in active part in the International Conferences organized with support of the Federal Assembly of the Russian Federation, Ministry of Industry and Energy of the Russian Federation, Chamber of Commerce and Industry of the Russian Federation and the Russian Academy of Sciences.

Eng. Amgad Ghoheim, First Undersecretary for Mining of the Ministry of Petroleum took part in the International Metal Week in Moscow in 2005 and 2006. Mr. Abdallah Ghorab, Undersecretary of the Ministry of Petroleum took part and made the presentation atn the 5-th Russian Oil and Gas Week.

At present time REC is taking active part in organization of the International Energy Week (IEW) scheduled to be held in Moscow October 30 – November 2 with support of the Federal Assembly of the Russian Federation, Ministry of Industry and Energy of the Russian Federation, Ministry of  Natural Resources of the Russian Federation, Federal Atomic Energy Agency, Chamber of Commerce and Industry of the Russian Federation, Russian Academy of Sciences, Federal Environmental, Industrial and Nuclear Supervision Administration of RF and other state bodies.

 The Russian Federal Government officials and representatives of the Federal Assembly of the Russian Federation, Ministers of Energy of the G8 countries, representatives of OPEC, International Energy Agency (IEA), International Atomic Energy Agency (IAEA), world principal energy companies, banking institutions and investments entities, public and scientific organizations from Russia and foreign countries are planning to come in Moscow to take part at the IEW.

The main goal of the IEW is an in-depth discussion and elaboration of the mechanism for realization of the St. Petersburg Plan of Actions for “Global Energy Security” adopted on July, 2006 by the leaders and heads of state and government of G8 member countries with active participation of heads of energy industry, world organizations, financial entities and principal energy companies of the countries producing & consuming utilities. Comprehensive programme of meetings and negotiations between top executives of Russian and foreign energy and industrial companies will be arranged.

The special attention during the International Energy Week (IEW) will be paid to the role of the Russian-Egyptian Energy Dialog in raising energy safety and stability of energy supply in countries of Middle East and Northern Africa and using the positive experience of the Russian-Egyptian Center as the mechanism for practical realization of this activity.

Considering the significance of the Forum for efficient development of international energy cooperation and the Russian-Egyptian Energy Dialog the Russian-Egyptian Center has a pleasure to ask to consider a possibility for HE Mr. H. Mubarak, President of Egypt to address with Salutary Word to the Conference participants during the Round Table “Securing of the Regional Energy Safety in countries of Middle East and Northern Africa” on November 2, 2006.

At the same time the Russian-Egyptian Center for Scientific, Technological, Industrial, Energy and Information Cooperation (REC) suggests to include REC as one of the main practical instrument for developing the Russian-Egyptian Energy Dialog in the Joint Summary Statement of HE Mr. V. Putin, President of Russia and HE Mr. H. Mubarak, President of Egypt.
