Protocol of the Fifth Session of the Joint Russian -
Egyptian
Commission on Trade, Economic, Scientific and Technical
Cooperation
The Fifth Session of the Joint Russian - Egyptian Commission on Trade,
Economic, Scientific and Technical Cooperation (hereinafter referred to as the
Commission) has taken place in Moscow during the period from November 21, 2005
till November 23, 2005.
H.E.Dr. Boris Alyoshin, Head of the Federal Agency of Industry of the
Russian Federation, headed the Russian Side of the Commission.
H.E.Eng. Rachid M.Rachid, Minister of Foreign Trade and Industry of the
Arab Republic of Egypt, headed the Egyptian Side of the Commission.
The compositions of the Russian and the Egyptian delegations are listed
in Annexes ¹1 and ¹2, the Agenda of the Fifth Session authorized by the
Commission is stated in Annex ¹ 3.
During the work of the Commission H.E. Eng. Rachid M. Rachid, Minister of
Foreign Trade and Industry of the Arab Republic of Egypt, Chairman of the
Egyptian Side of the Commission, has been welcomed by H.E. Mr. Michail Fradkov,
Chairman of the Government of the Russian Federation.
The Sessions of the Commission were held in a friendly and constructive
atmosphere and revealed similarity of positions of the Russian and Egyptian
Sides on many issues of the Russian - Egyptian trade and economic relations.
During the sessions of the Commission the Sides informed each other on
economic reforms in their countries and discussed the undertakings on
recommendations of the Protocol of the Fourth Session of the Commission, which
was held in Cairo in October 25-28, 2003.
The political dialogue between the leaders of Egypt and Russia promoted
the development of trade relations and external economic cooperation in
2004-2005.
A Joint Declaration on
Reinforcing of Friendly Relations and Partnership Between the Arab Republic of
Egypt and the Russian Federation was declared in Cairo on 27 April 2005.
Essential progress in trade and economic cooperation between Egypt and
Russia in 2004-2005 was secured as a result of agreements achieved at the
meetings of the Presidents of both countries during the visit of H.E. Mr. Hosni
Mubarak, President of the Arab Republic of Egypt, to Russia, on May 27-29, 2004
and visit of H.E. Mr.Vladimir Putin, President of the Russian Federation, to
Egypt on April 27-28, 2005.
Implementation of decisions and recommendations of
the Fourth Session of the Commission was preceded by a series of
Russian – Egyptian talks which took place during the following visits to Cairo:
- H.E. Mr. Michail Fradkov, Chairman of the Government of the Russian
Federation;
- H.E. Mr. Sergey Mironov, Chairman of the Council of Federation;
- H.E. Mr Ahmed Aboul Gheit, Minister of Foreign Affairs of the Arab
republic of Egypt.
- H.E. Dr. Boris Alyoshin, Chairman of the Russian Part of the Joint
Russian - Egyptian Commission on trade, economic, scientific and technical
cooperation, Head of the Federal Agency of Industry of the Russian Federation;
- H.E. Dr. Andrey Fursenko, Minister of Education and Science of the
Russian Federation;
- H.E.Mr. Yevgeniy Primakov, Chairman of Chamber of Commerce and Industry
of the Russian Federation;
- H.E. Mr. Andrey Reus, Deputy Minister of Industry and Energy of the
Russian Federation;
- H.E Mr. Ilya Yusufov, Special Representative of the President of the
Russian Federation on Energy and Power.
The Two Sides stated that the majority of decisions and recommendations
accepted at the Fourth Session of the Commission were successfully carried out
as well as the agreements reached at a working meeting of Co-Chairmen of the
Commission in Cairo in October, 2004.
The Two Sides recognize the important role of the Commission in
developing bilateral trade and economic relations, and confirm their intentions
to promote further execution of the Commission’s decisions and recommendations
in every possible way.
1.
Development of the Legal Basis
Between the Fourth and the
Fifth Sessions of the Commission the Two Sides agreed on and
signed a number of the legal documents
promoting development of the Russian - Egyptian trade and economic relations,
including:
- The Agreement between the Government of the Russian Federation and the
Government of the Arab Republic of Egypt on granting to the Russian Federation
the Market Economy Status by anti-dumping investigations;
- The Agreement Between the Government of the Russian Federation and the
Government of the Arabic Republic of Egypt on Cooperation in the Field of
Veterinary;
- The Memorandum of Understanding Between the Ministry of Agriculture of
the Russian Federation and the Ministry of Agriculture and Land Reclamation of
the Arab Republic of Egypt on Cooperation in the Field of Quarantine and Plant
Protection.
The Two Sides stated with satisfaction that during the Fifth Session of
the Commission the Memorandum of Understanding between the Government of the
Russian Federation and the Government of the Arab Republic of Egypt in the Field
of Public Health Services, Medical Science and Pharmaceutical Industry was
signed.
The Sides stated with satisfaction the completion of bilateral
negotiations on market access of goods and services to the
Russian market within the framework of accession of the Russian
Federation to the World Trade
Organization (WTO). The
corresponding Protocol will be singed in Geneva till the end of 2005.

Conditions and prospects of Trade and Entrepreneurship/Enterprise development
Creating
favorable conditions for bilateral trade
The Sides note with satisfaction, that the text of the Agreement signed
on 29 November 2004 between the Government of the Russian Federation and the
Government of the Arab Republic of Egypt confirms without any restrictions
granting by the Arab Republic of Egypt the market economy status to the Russian
Federation.
The Two Sides stated with satisfaction the willingness to start
negotiations on establishing a Free Trade Agreement and agreed on the following:
1.
To start negotiations on Free Trade Agreement between the Two Sides not
later than three months after the accession of the Russian Federation to the
World Trade Organization.
2.
To establish a working group that meets before end of March 2006 for
exchanging views and to discuss the preparations for negotiations.
3.
To inform each other with the nominated Head of its working group by the
end of 2005, through diplomatic channels.
The Russian Federation will continue its work on developing its General
Scheme of Preferences to the benefit of mutual trade.
The
Sides agreed to take additional measures for the development of various
directions of cooperation between the Russian and Egyptian organizations at a
regional level.

Conditions and prospects of Trade and Entrepreneurship/Enterprise development
Creating
favorable conditions for bilateral trade
The Two Sides note with satisfaction, that the text of the Agreement
signed on 29 November 2004 between the Government of the Russian Federation and
the Government of the Arab Republic of Egypt confirms without any restrictions
granting by the Arab Republic of Egypt the market economy status to the Russian
Federation.
The Two Sides agreed upon accessing Russia to the WTO to hold
consultations of the experts from the Ministry of Economic Development and Trade
of the Russian Federation and the Ministry of Foreign Trade and Industry of the
Arab Republic of Egypt regarding adoption of an Intergovernmental Agreement on
Free Trade Zone between Russia and Egypt. For these purposes the Two Sides have
agreed to establish a Working group aiming liberalization and barriers removal
in the mutual trade.
The Two Sides agreed to take additional measures for the development of
various directions of cooperation between the Russian and Egyptian organizations
at regional level.
Export-import
transactions
The Two Sides state with satisfaction, that during the period after the
Fourth session of the Commission, the annual volume of mutual trade in goods
between Russia and Egypt has tripled, reaching USD 833,7 million in 2004 (comparing
to USD 417,0 million in 2003), while Russian export totaled USD 775,7 million,
and the Egyptian export - USD 58,2 million. A steady upward trend of increasing
bilateral trade turnover will remain in 2005.
The Two Sides agreed to render all-round support to agricultural
production supplies. In this respect the Sides pointed the necessity of creating
the effective phyto-sanitary
control system to provide supplies of agricultural produce to the markets of both
countries. A creation of a working group to develop agricultural produce trade
was considered advisable.
At the same time the Two Sides agreed to take necessary measures on preventing agricultural produce supplies to the territory
of the other Side if infringing current legislation on quarantine and plant
protection of the importing state.
Tourism
The Two Sides stated positive dynamics of tourist flow between the two
states. A number of Russian tourists to Egypt in
2004 reached approximately 660 thousand.
The Two Sides expressed their willingness to promote tourism development,
and to encourage business circles in both countries to invest into tourism,
including hotel business.
The Two Sides agreed to increase contacts of competent Russian and
Egyptian authorities within the framework of the working group on tourism and to
encourage cooperation in the following spheres:
- Assisting to mutual promotion of a tourist product, including advertising and information activities;
- Assisting in organizing of acquaintance trips for representatives of
mass media, concerning with the questions of tourism.
- Information exchange on investments into new tourist projects, and
investment proposals exchange.
The Russian Side invited the Egyptian Side to participate in the 1st
International Exhibition «IntourMarket -
2006» in Moscow on March 19-22, 2006.
Inter-Bank
Cooperation
The Two Sides point to the necessity of improving inter-bank relations.
The Central Banks of the Two Sides are expected to coordinate Regulations on the
Russian - Egyptian working group on inter-bank cooperation within the framework
of the present Commission, to generate its national parts and to hold the first
session in the first half of the year 2006.
The Russian side states that since the Fourth Session of the Commission,
ratings of leading Russian state banks have considerably increased and their
guarantees are now accepted by leading global banks.
The Two Sides expressed their support to enhancing cooperation and direct
contacts between Egyptian and Russian banks, with a view to realizing a common
ground that will guide the banks to undertake transactions directly including
the acceptance of direct guarantees.
Multilateral
cooperation
The Egyptian Side confirmed its readiness to assist Russia in the issues
on accession to WTO.
The Russian Side appreciated the position of the Egyptian Side for
support of Russia in the issues on accession to WTO.
Cooperation
in the Field of Mutual Investments
The Two Sides agreed to promote mutual investments and to render
necessary assistance to the Russian and Egyptian companies in this area.
In this connection the Sides recommended competent authorities of both
countries to study previous investment experience and to develop the mechanism
of assistance of the organization of investments, both in Egypt and in Russia.
Information
Cooperation
The Two Sides recognized necessity to promote development of information
interaction between the Russian and Egyptian commercial structures on
opportunities of export of goods and services, and also to use for these
purposes the information potential of both Russian and Egyptian state and public
institutions.

Interaction
of Chambers of Commerce and Organizations Assisting Development of Business.
The Two Sides confirm essential progress in creation of organizational
opportunities of interaction between business circles of Russia and Egypt, in
particular, creation in January 2004 of the Russian Arab Business Council (RABC),
creation in the frameworks of RABC a Bilateral Russian - Egyptian Committee, and
also the establishment in April 2005 of the Russian - Egyptian Center for
Scientific, Technological, Industrial, Innovative and Information Cooperation (RÅC) between the Chamber of Commerce and Industry of the
Russian Federation, the Russian Academy of Natural Sciences, “Interforum”
Enterprise, and the Russian Arab Business Council, From the Russian side, and
the Ministry of Petroleum of the Arab Republic of Egypt.
The Two Sides noted as a positive moment, the annual holding of business
- forums and other forms of contacts with the participation of the interested
enterprise structures of two countries under the auspices of the Chamber of
Commerce and Industry of the Russian Federation and the Arab Republic of Egypt,
and consideration of concrete projects of cooperation during the mentioned
actions.
At the same time the Two Sides note necessity of more active and
productive use of the created structures for interests of development of the
Russian - Egyptian trade and economic cooperation, including at the regional
level.
The Russian Union of Industrial Entrepreneurs and Employers together with Egyptian Federation of Industries
shall hold a business meeting with representatives of the both organizations to
work out two-three projects of bilateral cooperation (up-grading of industrial enterprises, build with the
technical support of the SU, energy objects, including projects of small energy,
investment and cooperation projects).
3. Conditions and Prospects of Economic Cooperation
The Two Sides note the important role and perspective character of
cooperation in the field of power, industry, extraction of minerals, agriculture
and transport and consider that possessed experience creates favorable
preconditions for its further development on the basis of mutual benefit.
The Two Sides recommend competent Russian and Egyptian departments and
organizations to undertake concrete steps for realization of the arrangements
fixed in the Protocol of the negotiations of the H.E.Dr. Boris Alyoshin, Head of
the Federal Agency of Industry of the Russian Federation, with H.E. S.Mashaal,
State Minister of military production of the ÀRÅ, on
questions of joint production of machines and equipment including installations
for clearing waste and subsoil sea water.
The Two Sides support realization of economic cooperation on multilateral
basis with participation of banks and companies of the countries - members of EU
and the Arab States.
Electricity
and Energy
The Two Sides have noted with satisfaction positive dynamics of
development of cooperation in the field of power sector between the Russian
Federation and the Arab Republic of Egypt, and, in particular, successful
activity of the company JSC « Power Machines» in a consortium with the company
«Voit Siemens», Germany, on reconstruction of hydro
generators of Aswan High Dam.
The Russian Side has noted intention of RSC " UES of Russia "
to participate in power investment projects in Egypt, rent and management of
generating capacities, realization of projects of development and modernization
of a power infrastructure of Egypt, and also in the civil-engineering design of
the Mediterranean electric power ring and in the projects connected with the
organization of export of the electric power of Egypt to the neighboring states.
The Russian Side has expressed its interest in attraction by the Egyptian
Side, including on the basis of holding bids (tenders), Russian companies to the
construction of power objects in Egypt.
The Russian Side expresses interest in delivery of spare parts and
equipment for the power objects constructed in ÀRÅ by the Soviet and the Russian organizations.
V/O
Technopromexport expresses the interest in participation in construction of
electric power transmission lines of 500 kW voltage capacity, equipment supply
for the power lines of different capacity and transformer substations, as
well as delivery of equipment and spare parts for the Aswan Energy Complex and
energy-net of Egypt.
Oil
and Gas
The Two Sides welcome participation of the Russian companies in
prospecting and extraction of carbohydrates on the Egyptian territory, stating a
positive role of the Russian company “LUKOIL Overseas Holding Ltd.” in the
field of oil prospecting and extraction.
The Two Sides support
intentions of the JSC Company "Gazprom" to take part in implementation
of projects of oil and gas prospecting and extraction in Egypt.
The Two Sides recommended the competent Russian and Egyptian
organizations to consider the issue of joint production of aviation engines`
turbines to be used on stations of gas pumping in the main gas pipelines.
The Two Sides approve bilateral contacts becoming more active recently in
oil-and-gas sphere and support information interaction of the competent
organizations of both countries in gas sector in connection with a planned
output of Egypt on gas roars of Turkey and Europe.
The Two Sides note creation within the framework of the Commission of working group on
power and energy.
Ferrous
and Non-Ferrous Metallurgy
The Two Sides note with satisfaction fruitful long-term cooperation of
the Russian company "Tyazhpromexport" with the Egyptian metallurgical enterprises – the Helwan metallurgical plant and the Egyptian Company for Coke
and Chemicals, and also the established contacts with the Egyptian company for
ferrous-alloy and the Suez metallurgical company, rendering by the Russian Side
of technical assistance, delivery of the equipment, devices, automatics, spare
parts, designs to the specified enterprises.
The Two Sides welcome intentions of a number of
Russian financial and industrial groups to take part in privatization of
enterprises of ferrous and non-ferrous metallurgy in Egypt.
Mining
Industry
The Two Sides express readiness to promote the realization of the project
on processing and conversion of sedimentary and alluvial rocks and layers in the
valley of Sinai Peninsula near the city of Sharm El-Sheikh, from the Russian
Side VO «Mashinoeksport» participates in this project, and the Authority of
Geology of the Ministry of Petroleum of the Arab Republic of Egypt and the
company «Ìisr Development Co.»
participate from the Egyptian Side.
Industrial
Cooperation
The Egyptian side is looking forward to cooperation with Russian
companies on the following fields:
-
manufacturing agriculture tractors (20-30 HP) and (65-80 HP), earth
moving equipments, forklift and electric pumps,
-
joint production with the Russian side in producing tobacco,
-
rehabilitation, bricks and cement factory which was earlier established
with the Russian side,
-
supplying by the Russian Side spare parts for electric furnaces and
cranes.
Organizations of Joint Production
The Two Sides express readiness to promote to the further development of
the Russian - Egyptian project of manufacture of the plane TU - 204-120 and will
take necessary measures on removal of obstacles to its successful realization,
including measures on acceleration of the decision of the delayed question with
passage by plane of certification by Agency of Aviation Safety of the European
Aviation Union (JAA-AESA).
The Two Sides noted a successful development of cooperation on
realization of assembly line of the Russian automobile “VAZ” in Egypt and
render necessary assistance on promotion in the market of Egypt of vehicles “ÊÀÌÀZ”, “GAS”, “UÀZ”
“AMUR”, as well as tractors manufactured by the Concern of Tractor- building
plants,
including establishment of their assembly lines.
The Two Sides have confirmed necessity to complete creation of a working
group on the industry in the near future and in this respect the Two Sides
recommend to the organizations concerned of both countries to present for the
other Side its offers on composition of the working group.
The Russian Side made suggestions to the Egyptian Side to consider the
possibilities of cooperation on delivery of autonomous energy plants on the base
of airplanes engines and renewable energy sources (i.e.solar ) and in the field
of water purification.
The Egyptian Side will study these proposals and will inform the Russian
Side on its decisions.
Transport
The Two Sides expressed readiness to study an issue of cooperation
between both the Russian and Egyptian organizations and authorities concerned in
the field of construction of new lines of the underground in the Great Cairo and
Alexandria and lines of electric transport to connect the center of Cairo with
new residential areas and its suburbs and the Egyptian side promised to study
such proposal.
Maritime
transport
The Two Sides expressed their interest in continuation of cooperation
regarding interchange experts in the field of the sea maritime transport, the
safety regulations, management of ports, protection of environment, logistics
services, training experts, and repair ships.
The Egyptian side proposed to establish a local focal point between Egypt
and Russia to exchange on trade contracts, tenders, port cargo, statistics and
potential customers in the two countries. The Egyptian side local point will be
established in the premises of Maritrans (Egyptian Company for Maritime
Transport) and in all its branches allover Egypt.
Construction
The Two Sides agreed to consider additional opportunities for cooperation
in the field of Construction and the Egyptian Side expressed its willingness to
cooperate in the following areas: traffic safety on road network, road
maintenance and programs, road and bridge planning, design and construction,
exchange of conference and workshops papers, new techniques and technologies of
roads, bridges and highways research and applied studies.
Agriculture
The Egyptian Side expressed satisfaction with the decision of the Russian
Government ¹ 579 of December 18-th 2004 to lift the ban on import of livestock
products from African countries.
The two Sides agreed to cooperate in order to fulfill necessary
procedures for resuming the Egyptian exports of these products to Russia.
Considering the importance of resolving phytosanitary problems in mutual
trade between the Two Sides and with this aim,
the Two Sides agreed to activate direct contacts between the competent
authorities of the two countries.
The Russian Side will regard the Egyptian proposal in the field of
establishing a “green line” for trade in agricultural products.
The Egyptian Side still
interest to cooperate with Russian Side in the previous proposals that mentioned
in the Protocol of the Fourth Session of the Commission in the field of remote
exploration of under ground water (for example Satellites). The Sides agreed to
work on activation these proposals.
Water
Resources
The Russian Side declares its interest to develop cooperation in the
field of water resources on the following directions:
- Searching and prospecting of underground waters with the use of data of
remote sensing the Earth from the Space, geophysical and other methods of
researches;
- Delivery and assembling units for desalination of sea water and salted underground waters, training of local personnel;
- Carrying out of joint researches on clearing and waste water
reclamation and recycling of saltinated drainage water and household drain water
for irrigation of forage crops;
- Development and introduction of low-volume and low-pressure technologies and means for watering of agricultural crops;
- Carrying out of joint researches on pollution of river waters and
bottom deposits of heavy metals and others pollutants in the Nile for determination of sources of water
pollution;
- Developing of designs and technologies of construction of the drainage
providing regulation of water-salt circle
of soils in
conditions of shortage of water resources;
- Exchange of experts and training Egyptian managers, working in the
field of irrigation and
water resources, resource-saving technologies,
in Russia;
- Research and use of underground waters for land reclamation in the
Western desert.
- Delivery of module type plants of full readiness for local treatment of
waste water for settlements with population of 5-25 thousand people.
- Treatment of household and industrial waste water for its recycling for
irrigation and water supply.
- Designing, delivery and assembling of plants of reversed water supply
of closed cycle.
The Egyptian side will study
these proposals and inform the Russian side with its results.
4. Scientific, Technical and Other Spheres of
Cooperation
The Two Sides noted achievements
of the certain development of cooperation in scientific and technical area, in
particular in biotechnology, medicine, pharmaceutics and materials science.
The Two Sides expressed their readiness to develop scientific and
technical cooperation in the above mentioned spheres to deliver to Egypt
hi-technology Russian equipment, to establish joint production in the Arab
Republic of Egypt and to provide services in the field of research and
development.
With a view of the further development of cooperation in scientific and
technical sphere of the Side consider expedient to renew activity of the Joint
Committee on the scientific and technical cooperation, stipulated by the
Intergovernmental Agreement about scientific and technical cooperation signed on
September 23, 1997.
Cooperation
in the Field of Space
The Two Sides state with satisfaction certain achievements in developing cooperation in the field of
scientific research and use of space for the peaceful purposes and positive
results of negotiations of the Heads of the
Federal Agency of Space of the Russian Federation and
the National Authority on remote sounding and space sciences of Egypt (NARSS),
taken place in April, 2005 in Cairo and July, 2005 in Moscow.
The Two Sides confirmed interest in the further development of
cooperation in the field of peaceful use of space in the following fields:
-
Organizing of receiving the data of remote sounding the Earth, and training of
the Egyptian experts to receive and process the data;
-
Rendering assistance to the Egyptian Side in estimation of a level of training
and experience of the Egyptian personnel and preparation of proposals on its
perfection;
-
Use of the Russian data of remote sounding the Earth in agriculture, climate
forecasting, monitoring of ecological environment;
-
Cooperation within the framework of the Russian project of establishing of the
space system for monitoring of harbingers of earthquakes.
The Egyptian Side expressed interest in cooperation on use of space
equipment in the field of exploration of deposits of minerals, suitable for
industrial development.
The Two Sides agreed, that with a view of strengthening of partnership in
the field of peaceful use of space the competent organizations of the Two Sides
will carry out a mutual exchange of the scientific and technical information,
special knowledge, experimental data, results of experimental development,
licenses, materials, equipment, and services in various areas of space
technology and equipment.
The Two Sides took note with appreciation the positive results of the
Coordination Meeting between the Communications Administrations of the Russian
Federation and the Arab Republic of Egypt during the meeting that took place in
Moscow on 2 September 2005, which successfully coordinated the Russian and
Egyptian satellite MISRSAT -1 networks.
Information Technologies and Telecommunications
The Two Sides agreed to promote cooperation of the competent
organizations in the field of information systems and technologies.
The Egyptian Side proposed to cooperate in the fields of exchanging
specialists, technical consultants in different branches of telecommunications
and researches.
Science and Education
The Two Sides stated with satisfaction presence of favorable
preconditions for the further development of cooperation between the Russian and
Egyptian higher educational institutions through specialists exchange and
technical cooperation and consultation.
With a view of maintenance of continuity of legal regulation of mutual
relations in this area, the Two Sides recommended to start consultations on a
question of preparation of an Agreement between the Ministry of Higher Education
and Scientific researches of the Arab Republic of Egypt and the Ministry of
Science and Education of the Russian Federation on Cooperation in the Field of
Education and Scientific Researches.
The Two sides recommended to extend the validity of current program which
was signed for 2001-2005 between the Two Sides and until the signing of a new
Agreement.
The Two Sides will pay special attention to establishment of the Russian
- Egyptian University. The Egyptian Side is interested in receiving on
commercial basis of the methodological assistance, including preparation of
curricula, studying programs and textbooks, and sending of the Russian lectors
to Egypt. The Russian Side expressed readiness to render the necessary
assistance and advisory services in the organization of educational process and
preparation of study-methodical materials,
and sending the Russian experts of main subjects.
Public Health Services
The Two Sides expressed their desire for promoting development of
cooperation in the field of public health services and medical science in
different fields between both Russian and Egyptian organizations and
establishment of concernes.
The Russian Side proposed to cooperate with Egypt in the field of
Telemedicine in order to offer the high technology invented by the Russian Side.
The Egyptian Side will inform the Egyptian competent authorities and
organizations, who might be interested in this field.
The Egyptian Side, represented by the Holding Company for Biological
Products and Vaccines (VACSERA), expresses desire to encourage the mutual
bilateral cooperation in the fields of technology transfer for producing medical
and biological product and providing training courses for Egyptian Doctors and
Experts in products quality control system.
The Egyptian Side proposed to hold negotiations on the registration of
Egyptian pharmaceuticals in the Russian Federation before the end of 2005.
Mass
Media
The Egyptian Side expressed its desire to speed up the consideration and
signing of the proposed Memorandum
of Understanding between Egyptian radio and television union and the Russian
state radio and television company “VGTRK”.
5. Procedural and Organizational Issues
1. The Two Sides noted necessity of more operative study by both Russian
and Egyptian enterprises and firms of recommendations and proposals of the
Committee and in this respect stated their desire to activate the monitoring
committee, decision on its establishment was taken by the Sides at the Third
Session of the Committee (Protocol of the Committee dated 25.04.2001 Point 1
Article “Procedural Issues”).
2. The Two Sides expressed
willingness to integrate the Russian-Egyptian Center for
scientific-technological, industrial, energy and information cooperation in the
active participation in implementation of decisions and recommendations of the
Joint Russian-Egyptian Commission on Trade, Economic, Scientific and Technical
Cooperation and upon a request will regard a possibility of inclusion of the
representatives of the REC into corresponding Working Parties of the Commission.
3.
The Two Sides agreed, that the Sixth session of the Joint Russian - Egyptian
Committee on Trade, Economic. Scientific and Technical Cooperation will be
carried out in Cairo in 2007, the date and the Agenda will be approved by the Sides
according to the procedure stipulated in the Regulations of the Committee.
